Air Transport Policy

Introduction


Air Transport service exists perpetually as an essential auxiliary service for the development of commerce, trade and investment of the State. Myanmar has to accommodate the better environment to fulfill requirements of the public and endeavor for the development of international Civil aviation throughout the country integration to regionally and then internationally, which is one of the aims and objectives of ICAO, Myanmar is a member in thereof. In doing so it is required to be in line with State’s economic policy and to be transparent and sound proof the State’s Civil Aviation Policy. 

Special Duties

For the encouragement of the development of social and economic of the State, the fulfillment of the public requirements and the encouragement in the implementation of the aims and objectives of ICAO, to be systematically development of better civil aviation environment, which is safe, secure, efficient and regularity coincide with the standards and recommended practices of ICAO. 

Tactical Objectives

To develop a better civil air transport environment in line with State’s market oriented economy by means of seamless and competitiveness services, the aims and objectives of its policies are as follows:-

  • to be considered as a first priority for public requirements on air transport,

  • to be reasonable price in providing secure, efficient, reliable and seamless air transport services,

  • to develop flexible procedures in accordance with changes of environment,

  • to be discrimination among service providers for fair competition,

  • to be enjoyable investment opportunity for the private participation from home or abroad,

  • to recognize the essential of infrastructure development in air transport,

  • to recognize the essential of air freight service which can catalyze the State’s trade volume and encourage the development of infrastructures for air freight transportation,

  • to encourage the integration of air transportation with other modes of transportation.

  • to encourage the activities of trade, commerce and tourism which can reciprocally enhance the development of air transport,

  • to cooperate in regionally and internationally in air transport,

  • to ensure airspace sovereignty of the State,

  • to ensure aviation security and safety,

  • to develop plans for emergency situations,

  • to eliminate non-tariff barriers without effecting safety and security,

  • to be fair competition,

  • to ensure environment friendly air transportation,

  • to develop air transport auxiliary services,

  • to consider all round development of air transportation,

  • to encourage privatization in air transport services,

  • to control domestic market for fair competition,

  • to encourage cooperative arrangements among airlines,

  • to ensure for the progress of institutional capabilities of civil aviation regularity body. 

Conclusion

Today, air transport is playing vital role for the development of a country. It can enhance commerce trade, investment and cultural exchange with others of a State. Myanmar shall accommodate international friendly air transport environment in compliance with international standards of ICAO to ensure its safety, security and national regulations. In doing so, it is required cooperation with other countries regionally and internationally. Let us launch toward seamless air transport environment of Myanmar. 

Department of Civil Aviation

HISTORY

During the pre-independence period, the British Overseas Airways Corporation (BOAC) took responsibility for carrying out all of Myanmar’s civil aviation functions and after independence it was considered not appropriate for the aeronautical communications functions under the management of BOAC and through the efforts of efficient young communication engineers, the International Aeradio Limited (IAL) was contacted and Myanmar’s aeronautical communication functions were contracted to IAL and so the foundation for the future of Myanmar’s civil aviation communication sector was laid.
With a view for the systematic development of international civil aviation, the Chicago Convention was signed at Chicago on April 4, 1947 and the International Civil Aviation Organization (ICAO) was formed. Myanmar became a member state of the ICAO on August 8, 1948.
