Total indicative tenth plan outlay for MoIC was Nu. 4,338.46 including recurrent budget of Nu. 561.990 million. This translates to 2.97% of the total indicative 10th FYP outlay for the government. Additionally, Chiphen Rigpel, the largest ICT skill building project in the country with a budget outlay of Nu 2,052.696 million and time-frame of 5 years spread over 5 agencies, is being implemented as a new activity in the 10th plan, outside of the initial allocation of Nu 3,776.47 million.
During the first two financial years of the 10th FYP, total cumulative budget of Nu. 1447.63 million (Nu. 283.2 million current and Nu. 1164.43 million capital) were approved by the government. Of which, total cumulative expenditure amounted to Nu. 706.9 million (Nu. 249.2 million current and Nu. 457.7 million capital), reflecting overall financial achievment of 49 percent. The low level of financial achievement was mainly due to late receipt of fund for some donor-assisted projects.
REVIEW OF 2010-2011 ACTIVITIES
The financial year 2010-2011 or third year of the 10th plan, was yet another eventful year for the Ministry of Information & Communications (MoIC).
Landmark achievements in the history of aviation development in the country included the selection of operators for launching domestic air services and completion of Yonphula and Bumthang (latter scheduled for completion by July 2011) airstrips. Transport services have been liberalized giving equal opportunities, leading to more and better public transport services. Studies on a comprehensive urban transport system and a long-term national transport vision were initiated.
Cabinet Ministers, Parliamentarians, Secretaries and senior government officials received basic training on ICT skills and awareness through the Chiphen Rigpel Project. ICT education has proliferated to schools, tertiary institutions and vocational training schools. Internet and telecommunication connectivity saw unprecedented growth with increase in the number of mobile and internet users. The country‟s first IT Park will be completed by September 2011. The national broadband network to 18 Dzongkhags is completed, and will improve bandwidth as well as make internet connectivity reliable and affordable to all Bhutanese. Government to Citizen (G2C) e-services will be implemented later in 2011 for people to access information and avail services online through the one-window facility provided in the Community Centers.
People have more access and choice to information; be it in the form of print media or broadcast media. The updating of the Bhutan Information, Communication & Media Act (ICM Act) has begun.
