Chiphen Rigpel Project (Total Solutions Project) 

The Chiphen Rigpel, the largest ICT skill building project in the country, was inaugurated on 30th April, 2010 by the Prime Ministers of Bhutan and India on the sidelines of the 16th SAARC Summit. The Project has a budget outlay of Nu. 2052.696 million with implementation timeframe of 5 years. The project, which is coordinated by MoIC through a Project Director, has seven components spread over the Ministry of Education, Ministry of Labour & Human Resources, Royal University of Bhutan, Royal Institute of Management, Youth Development Fund and DITT. Private sector involvement is encouraged to the extent capacity permits in implementing the above activities. 

Implementation status of the seven components is summarized below:

1. Enabling e-Governance

 Training of 200 senior government leaders in ICT leadership skill

 

 Training of 7000 leaders and civic representatives on enabling e-Governance

 

 10 batches of senior leaders (190 ) trained

 Curriculum for Category B & C trainees complete

 Category B & C training to be launched in June/July 2011.

 Curriculum for Dratshang developed and 120 senior monks trained in 2 batches. Training for 188 more planned in the next few months

2a. Empowering Teachers

(Ministry of Education)

 Set up 7 teacher training centers

 To train 5,000 teachers and 50 core group teachers on ICT enabled teaching

 7 teacher training centers and course-ware provided

 Trained 45 core group teachers on ICT enabled teaching

 Trained 422 teachers

2b. ICTization of schools

(Ministry of Education)

Provide ICT enabled teaching environment and computer education at 168 schools

 Computer laboratories established in 145 secondary and higher secondary schools

 Each school provided with curriculum, instructor, smart science station, Geometric Sketch-pad and multi-media teaching resources in Mathematics, Science and English

 50,400 Students undergoing ICT classes

3.Tertiary Institutes Go Hi-Tech ( Royal University of Bhutan )

 Set up 4 training centers in the institutes of Royal University of Bhutan

 2,400 certification of college youth and professionals in IT skills

 Set up 1 Testing Centre

 Set up 1 training center in the RIM

 4 training centers ( Sherubtse College , College of Science & Technology, Jigme Namgyal Polytechnic, and Gaeddu College of Business Studies) established

 Course-ware provided and trainers appointed in colleges

 1200 College youths trained

RIM Center to be implemented in Year 3

4. Enhancing Employable Skills

 

(Ministry of Labour & Human Resources)

 Set-up 8 training centers (3 in Year 1)

 

 Train 8,400 youth in basic and vocational IT skills

 

 3 training centres (Khuruthang Institute of Electrical Engineering, Chumey Institute of Civil Engineering, and Rangjung Institute of Electrical Engineering) established

 Courseware and trainers provided and certifications completed for 824 youth

5. Engaging Vulnerable Youth

(Youth Development Fund)

 Set up 3 centers at YDF

 Train 1,200 youth in basic IT skills

 

 Centers established (Nazhoen Pelri Thimphu, Drug and Rehabilitation Center Serbithang and Bumthang)

 Curriculum provided and instructors appointed

 35 Youth are undergoing training

6. Reaching the Unreached

(Department of IT&T)

Setup 131 learning stations , co-located with Community Centers (CCs)

 Learning Station Design Finalized

 Content Reviewed

 Feasibility Study completed and sites identified

 CC construction underway

7. e-Waste Management

(Department of IT&T)

 Conduct awareness program on e-waste for policy makers

 Develop rules and Regulations on e-waste management

 Train private sector on e-waste disposal

 Ensure zero e-waste for Chiphen Rigpel

 e-Waste consultant identified from TERI (The Energy & Resources Institute), India and works to begin soon
