Media Assessment Study
A comprehensive study was undertaken to assess the media situation in the country using international best practice and Media Development Indicators used widely by UNESCO. This involved undertaking a holistic assessment of the media situation on the country to provide suitable recommendations in fill-up the deficiencies. The study report is expected to provide useful framework for addressing and evaluating media development issues.
The Media Assessment study is completed and will be formally launched within June 2011.
Institutional capacity development
Senior officials from the Department participated in a Media Literacy workshop organized by Association of Media Literacy, Humber College in Canada and established institutional linkage. The institute also conducted an evaluation on the Media Literacy program and Training of Trainers on Media Literacy for a day.
B. GOVERNANCE
Improving good governance is a key to the success of the democratic process as well as to facilitate the efficient functioning of the government machinery. MoIC is involved in quite a few initiatives in this area as explained below:
1. Improving governance
i) Thimphu Wide Area Network (T-WAN)
More than 90 government organizations are connected through the Thimphu Wide Area Network (T-WAN). This network has facilitated in sharing secure, efficient and reliable communication across all public agencies in Thimphu, thereby contributing towards helping to realize the role of ICT as a very important medium in promoting good governance.
ii) Office Automation Procedure (OPA)
Office automation was successfully piloted in all the Departments under MoIC and subsequently to seven other Ministries with the exception of MoHCA, MoFA and MoLHR. Other agencies like RBP, RAA, Bhutan Post and NPPF has also started implementing the OPA, thereby improving efficiency in office works and reducing cost on stationeries and consumables. While response from users is positive, because of browser compatibility issue especially on Macintosh laptops, major re-engineering works to improve the system and make more user-friendly, will continue.
iii) Video Conferencing facility
Video conferencing facilities have been successfully installed in the office of the Hon‟ble Prime Minister and ten Ministries. Two virtual Cabinet sessions were held on the video conferencing facility. The installation of video conferencing equipment in 20 Dzongkhags has been completed and currently under testing phase.
iv) e-Government applications

Civil Service Information System (Zhiyog) is developed and running on trial

Education Portal (e-portal) for which works have commenced since November 2010

Bhutan Bio-Security System is completed and its deployment in 37 sites are ongoing

Hospital Information System - work awarded in March 2011

Agricultural Marketing Service System - System launched and user training conducted

Plant Quarantine System - System developed. User acceptance testing, user training and training of trainers completed

Crime and Criminal Information System (Royal Bhutan Police) - System developed. Training of police personnel conducted and ready for implementation

Intra-Gov Portal - Intra-Gov Portal developed and will be implemented in MoIC before gradually replicating in the Government agencies

Common e-Platform (UNDP Funded): Development completed and documentation almost complete.

Forestry approval system (firewood approval system) - System Analysis completed and development under progress

Security Clearance System - System developed and launched on 02 June 2011.

Police Wireless Broadband Network - Work started since July 2008 and is ongoing.

Dzongkha computing system including the use of Dzongkha in internet browsing.

Bhutan Digital Library - Development of tools for digital library in collaboration with University of Virginia.
