Introduction
The
road network in Brunei Darussalam is the primary means of
movement for people, goods and services on land. Travel
demand is generated through a growing population, rising
levels of income and car ownership and a fast expanding
commercial sector.
Demands
on road space increase every year. The Government of Brunei
Darussalam through the Department of Roads of the Public
Works Department is ever watchful of the growing demand for
road space and capacity. Careful forward planning is needed
to ensure that the travel needs of the people, commercial
and industrial sectors are looked after adequately.
Roles
of the Department of Roads, Public Works Department
The
Department of Roads, plays several roles in the development
of the road network.
These include:
Planning of road networks: Keeping one step ahead of
increasing travel demand would ensure faster travel and
congestion-free roads.
Design and Construction of new roads: New roads are designed
in accordance to their role as primary, secondary or local
roads. Construction techniques used reflect the latest
modern methods and equipment.
Maintenance of Current Road Networks: The Department of
Roads undertakes the general maintenance of roads in the
country. For specialised works such as pavement
stabilisation, major resurfacing works and large scale
reconstructions such as rebuilding of kerbs, guardrails,
etc., tenders are put up for local contractors to undertake
such works. Term contracts are also given for certain works
such as resurfacing.
|
To ensure easy and efficient public movement and
transportation of goods: The road network provides the final
connection for the movement of goods from the ports to shops
and finally to homes of consumers. Efficient public movement
and transportation through the road network is the end
product of planning, design, construction and the
maintenance of roads.
Role
of the Road Network
The
road network plays a vital role in the overall growth and
development of the country. It is the only land transport
mode available for an efficient movement of people, goods
and services. Its major roles include the following:
The
road network plays a vital role in the overall growth and
development of the country. It is the only land transport
mode available for an efficient movement of people, goods
and services. Its major roles include the following:
Commerce:
Manufactured
goods from Brunei's expanding industrial sector are
delivered by land transport to ports for export or to
wholesale and retail outlets. Goods are also delivered to
consumers through the extensive road network.
Convenience:
True
door-to-door service is no more evident than in Brunei
Darussalam. Whether it is for work, school, social or
recreational purposes, there is a road that will take you to
the desired location.
Comfort:
Soft
foundations are found in large parts of Brunei. This has led
to many difficulties in road construction. In many newly
built roads, there are instances of settlement and pavement
failures. As in most problems, there is often an engineering
solution. Such solutions do not come cheap and the
Department of Roads, PWD is constantly striving for ways to
build more cost-efficient and better roads. Road users'
comfort and safety are the foremost objectives of the
department.
Construction:
Without
road access, very little development takes place. Newly
built roads open up new areas and provide the impetus for
construction and development. In some cases, a major
development will necessitate the building of a road
specifically to serve it. But more often it's the opposite.
Witness the large number of projects that had sprouted since
the construction of roads such as the Tungku Link Road and
the Jalan Jejari Pusar Ulak.
Capacity:
Fast-growing income has led to increased travel demand. This
places additional strains on the road network to cope with
the travel needs of the people. Through careful planning,
the capacity of the road network is continually being
increased through the construction of new roads, road
widening and the building of new interchanges.
The
Department of Roads of the PWD, plans one step ahead to
ensure that the national infrastructure road network is
safe, comfortable and efficient. Supporting the development
of the country's economy is our main goal.

Action
Control Centre (ACC)
The
Action Control Centre or ACC is the communication,
coordination and monitoring of all emergency and maintenance
works of the Routine Maintenance Unit, Road Maintenance
Section of the Public Works Department within the Ministry
of Development.
The
Unit was set up in October 1994 with the main objectives of
immediately attending and acting to the complaints and
requests filed by the public.
Aside
from ACC, there are 13 Action Centres (AC) strategically
located in the Brunei-Muara, Tutong and Temburong Districts.
Complaints
and requests reported at the ACC are immediately relayed to
the Action Centre concerned, who in turn, will immediately
respond to the complaint area to investigate and act on the
complaint. after action has been taken, the Action Centre
will relay to the ACC, who in return will inform the
complainant that action has been made on their complaints or
requests.
On
the other hand, complaints and requests reported directly to
the AC are also being attended immediately, after which, AC
will inform ACC the type of complaint or request made and
whatever action has been made for record purposes.
The
public is requested to clearly indicate the name of the
road, "simpang" number, name of kampung or any
other landmarks that could be identified close to the area,
so that immediate action can be taken.
